China’s SMEs Global Development Forum 2015 Held in Ningbo

With the support of Ningbo Municipal Government, Global Alliance of SMEs (GASME), Haishu District Government of Ningbo City, Ningbo Private Entrepreneurs Association, China Radio International, Chongyang Institute for Financial Studies of Renmin University of China, and China SME Alliance for Industry and Finance Development co-hosted China’s SMEs Global Development Forum 2015. The forum was held in Fan Pacific Hotels and Resorts in Ningbo, China from November 23rd to 24th. Around 1600 political and business leaders, specialists and entrepreneurs attended this forum.

The theme of this Forum is to set up a platform for international cooperation and implement the Belt and Road Initiative.

Mr. Kofi Annan, Former Secretary-General of the United Nations and Mr. Jean-Pierre Raffarin, Former Prime Minister of France visited Ningbo during the events. Both of them delivered warm speeches at the welcome banquet and interacted with the Chinese entrepreneurs.

With the close attention of the whole world, China’s Belt and Road Initiative is playing an increasingly important role at the global economic stage. The participants discussed how to accomplish the difficult tasks of transforming their businesses and driving innovation through systematic upgrades and internationalization.

In the forum, Mr. Annan shared his views on the transition and upgrade of enterprises to direct them onto a more sustainable and inclusive development path, and also on how to leverage the resulting opportunities of economic growth and cooperation, particularly for Africa and its close partner, China. Mr. Annan was pleased to see that African Development Bank had declared energy resources as its top development priority. Therefore, international cooperation and investment will be crucial, and there are still improvement opportunities in the quality and quantity of such investments, which will cultivate and support a healthy, democratic and sustainable society.

Mr. Raffarin pointed out that there are four key strategies which can be beneficial to SMEs’ development. The first one is innovation, which determines the economic growth. The second ones are globalization and internationalization, and investment comes at the third. Premier Li Keqiang signed a dozen of financial agreements with French Government, which set up Sino-French United Fund for SMEs in both countries when he visited France this July. The very last one is internet, which helps SMEs save cost in innovation and design, and brings new opportunities for not only the emerging enterprises, but also the traditional ones.

Mr. Magariños said that five years ago, the world was undergoing an epoch-making change as the world economy suffered in the middle for a crossroad. Both opportunities and challenges existed for the SMEs. He expressed his hope that, “we would like to help and support Small and Medium Enterprises through trade and investment, to make improvements in understanding some key issues, estimating the benefits provided by new technologies, balancing the environmental protection and productivity, and predicting political and economic trends.”

Mr. Li Zibin briefly interpreted the SMEs transformation policies to the audience from four different perspectives. First of all, the transformation of China's manufacturing industry, which drives China from being a big industrial country to being a strong one. Secondly, urban expansion significantly increases the urban population scale. Thirdly, the transformation of service industry. Last but not least, the transformation of driving forces, which traditionally relied on investment, consumption and export, and now moves towards being led primarily by consumption, while still being driven by investment and trade jointly. Furthermore, Mr. Li Zibin mentioned several critical time points. Two years in the future, the economic downturn will start to mitigate. Five years ahead, we will achieve initial success on the digestion of excess capacity and structural adjustment. Seven years from now, the growth mechanism led primarily by consumption together with investment and trade will be elementarily systemized to promote the economic development. To summarize, China’s economy will have high-speed growth with high quality in the coming future.

What’s the goal of our opening-up strategy in this new situation? Mr. Long Yongtu pointed out that, as President Xi Jinping mentioned, to build a world’s common destiny is the goal. It is also an upgraded version of the win-win strategy which was proposed after China joined WTO. Mr. Long Yongtu also said: “In 2008 Beijing Olympic Games, I was in the Bird's Nest Stadium. A Minister sitting next to me told me that at that moment, Bird's Nest Stadium is the safest place in the world, as so many countries’ intelligence agencies are keeping their eyes on it. The world’s mutual destiny is to build a safer and more peaceful place, just like this Nest.”

Dr. George Wang, Executive Chairman of GASME, hosted the dialogues of Mr. Annan and Mr. Raffarin with Chinese entrepreneurs, respectively. The topics of dialogue include the world economic trends, the construction of “The Belt and Road”, Regional Trade Agreement, China-Africa investment and trade relations, SME innovation and internationalization, and etc.

When talking about how enterprises develop talents, Ms. Dong Mingzhu, President of Gree Electric Appliances Inc. pointed out that corporate culture is very important to retain talents. Gree Group focus on the corporate culture, and spares no effort to cultivate technical backbone. Only when enterprises possess their own core technology, they can then retain talents.

Internet Finance has become a hotspot of China’s economy. Therefore, the International Forum of China Internet Finance was specifically held on November 24 as a Sub-Forum. Internet Financial Self-discipline Agreement was signed in the forum as well.
